如果提示Python2或者Python3问题，需要加上bazel flag --noincompatible_do_not_split_linking_cmdline

I had run into this issue, and adding the bazel flag --noincompatible_do_not_split_linking_cmdline when using bazel 0.27.1 allowed the build to complete successfully, with python3 and TensorRT support enabled.
