方法一：使用以下代码作成.bat文件保存后，在启动完成windows 2008 R2之后，以管理员身份运行就可以解决问题
taskkill /f /im wlms.exe
ping -n  4 127.0.0.1
shutdown -a

第一行是强制结束（注意一旦结束会要求重启，不理会），最后一行是取消重新启动

仍重新启动的话需及时格外》运行》shutdown -a（取消重启/关闭）
