解决：
下载补丁Windows6.1-KB2454826-x64.msu，可以安装，但是重启时，无法关机。
重启后，安装IE9，仍出现上面的问题。
于是下载补丁Windows6.1-KB2454826-v2-x64.msu，此补丁可以正常安装，也可以正常关机。
重启后，重新安装IE9，可以正常进行。
不容易，记录一下。
