python - PyQt5安装 

pip3 install PyQt5 -i https://pypi.tuna.tsinghua.edu.cn/simple
pip3 install PyQt5-tools -i https://pypi.tuna.tsinghua.edu.cn/simple

安装后可以 C:\Users\X\AppData\Local\Programs\Python\Python39\Lib\site-packages\qt5_applications\Qt\bin 在看到designer.exe
