Solve to open *.chm file failed For WinXP English Edition

If you opened a *.chm file that contain chinese characters failed in Windows XP English Edition.
We can solve it like this:
Open the control pan,  select the Regional and Language Options, and then select Regional Options, ensure the option of "Select an item to match its perfernence, or click Customize to choose your own formats:" value is "Chinese (PRC)" .
