android 汉字,拼音和英文返回大写首字母

从源码里拷贝出来转换类,然后封装了一下.

首先是源码里面的转换代码,其中修改了一点——源码中获取实例方法中,会先判断手机支持的locale中是否包含locale.china,如果支持才会生成实例。在实际开发中华为的EMUI系统,locale中没有包含locale.china,但是实测是可以转换的,所以我直接修改代码为不判断直接返回实例.如果客户有国外手机的需要注意这一点.
