python3.6+qt designer一系列配置

1.   pip3 install sip

2.   pip3 install pyqt5（时间较长）

3.   pip3 install pyqt5-tools

4.   如果用pycharm+anaconda的话，anaconda中包含designer.exe，所以不用再执行123步骤配置环境，直接跳到pycharm中配置即可
