Solution to a excel operation problem

Manipulate the EXCEL in .Net, but got the warning: "Old format or invalid type library. (Exception from HRESULT:0x80028018 (TYPE_E_INVDATAREAD))". The issue is due to the locale unmatch, and I found solution Link.
