 解决方法：

测试类中的@SpringBootTest必须指定引导类——程序启动类，否则会启用一个空的Application启动类来进行springboot启动，啥也不做，不会反射创建数据库表。

表结构什么的创建成功了，但@Before注解的方法没有运行，是因为@Before好像在junit4中无效，改成@BeforeEach后可以执行。
