Number of 1 Bits
Write a function that takes an unsigned integer and returns the number of ’1' bits it has (also known as the Hamming weight).
For example, the 32-bit integer ’11' has binary representation 00000000000000000000000000001011
, so the function should return 3.

it fail at n == 2147483648:
Because 2147483648 is not greater than 2147483648, and then shift to left 1 bit make bit == 0 instead of 2147483648 * 2. Then it fall into the infinity loop where bit always be 0.
