1. 进入Site Settings页面
2. 在Site Collection Administration下点击 Site collection features链接
3. 在 Site collection features页面激活Office SharePoint Server Publishing Infrastructure
4. 返回 Site Settings页面，在Site Administration 下点击Site features 链接
5. 在Site features页面激活Office SharePoint Server Publishing
（Office SharePoint Server Publishing的英文说明是Create a Web page library as well as supporting libraries to create and publish pages based on page layouts。）
这样在Site Action下就会出现Create Page功能了。
