IO异常处理

在Char_Ascii.java中编译会出现未捕获的IO异常错误

java中System.out和System.err 已被封装成PrintStream对象,因此具有强大的输出的功能,但System.in却仍然是原始的InutStream,需要在使用的时候进行封装
