0. Eclipse Integration for Karaf

1. URL Handler service

3. Issue investigation
    FELIX-1370 Sometimes the configuration for org.apache.felix.webconsole.internal.servlet.OsgiManager is ignored
    FELIX-1626 Configuration loaded from the etc/ directory are only available after a delay
    FELIX-1642 osgi:shutdown just hang when use karaf-client.jar
    FELIX-1065 FeaturesService does not repond to changes made through the config admin

4. My reported issues
    FELIX-1682 The newly installed bundles for a feature should be uninstalled when feature install failed 
    FELIX-1681 Bundles of webconsole feature are not assembled into distribution packages  (Done)
