- The Skunk Works manager must be delegated practicallycomplete control of his program in all aspects. He should report to a divisionpresident or higher. (It is essential that the program manager have authorityto make decisions quickly regarding technical, finance, schedule, or operationsmatters.)
项目经理应该有项目的全部管理权,他应该向部门总管或者以上的领导负责。(项目经理必须有足够的权限能够快速做出决定,不论是技术方面、财务方面、时间周期方面,还是管理方面。)
- Strong but small project offices must be provided both bythe military and industry. (The customer program manager must have similarauthority to that of the contractor.)
军方和承包商方都需要准备小并且有足够权利的项目团队。(承包商方面的项目团队有极高的自治权,则客户方面的项目团队也要有极高的自治权。)
- The number of people having any connection with theproject must be restricted in an almost vicious manner. Use a small number ofgood people (10% to 25% compared to the so-called normal systems). (Bureaucracymakes unnecessary work and must be controlled brutally.)

- The contractor must be delegated and must assume morethan normal responsibility to get good vendor bids for subcontract on the project.Commercial bid procedures are very often better than military ones. (Essentialfreedom to use the best talent available and operate within the resourcesavailable.)
认真筛选分包商,招标来的往往比军方指定的好。(在有限的资源内充分寻找和利用最好的。)
- The inspection system as currently used by the SkunkWorks, which has been approved by both the Air Force and Navy, meets the intentof existing military requirements and should be used on new projects. Push morebasic inspection responsibility back to subcontractors and vendors. Don't duplicateso much inspection. (Even the commercial world recognizes that quality is indesign and responsible operations not inspection.)

- The contractor must be delegated the authority to testhis final product in flight. He can and must test it in the initial stages. Ifhe doesn't, he rapidly loses his competency to design other vehicles.(Critical, if new technology and the attendant risks are to be rationallyaccommodated.)
供应商必须负责他所供应的产品在项目各个阶段的测试,直至试飞。他能够也必须从项目最初阶段就进行测试,如果他不这样做,下次招标就没他的事情了。(非常重要,如果有新的技术,那随之而来的风险必须合理转移安置。)
- The specifications applying to the hardware must beagreed to well in advance of contracting. The Skunk Works practice of having aspecification section stating clearly which important military specificationitems will not knowingly be complied with and reasons therefore is highlyrecommended. (Standard specifications inhibit new technology and innovation,and are frequently obsolete.)

- Because only a few people will be used in engineeringand most other areas, ways must be provided to reward good performance by paynot based on the number of personnel supervised.(Responsible management and technical & operationalpersonnel must be rewarded. Responsible management does not permit the growthof bureaucracies.)
