openresty 支持http3

Yes, OpenResty does support HTTP/3. OpenResty is based on the NGINX web server, and NGINX added support for HTTP/3 starting from version 1.17.0. OpenResty, being a distribution of NGINX with additional LuaJIT-based modules, also supports HTTP/3 starting from version 1.19.3.
