delphi2009以后字符串使用utf16编码，而lazarus字符串使用utf8编码。

1)兼容DelphiUnicode 模式

增加编译开关：{$mode delphiunicode}，是在 FPC 2.7.1 中添加的。

2）解决lazarus utf8string乱码

增加编译开关：{$codepage UTF8}
