web服务器老报链接错误，什么原因导致的？

web访问数据库和nosql服务器老出现socket错误
1、sql server: A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections.
2、nosql:192.168.1.216:27017: 由于连接方在一段时间后没有正确答复或连接的主机没有反应，连接尝试失败。 192.168.1.216:27017

我曾设置web服务器了MaxUserPort(6000)和TcpTimedWaitDelay(30) 问题依旧，监控数据库和nosql服务器占用资源的很少，这种问题不定时经常出现。
以前系统并没有出现这样问题，就在这段时间出现。另外一台web服务器访问数据库和nosql都不会有这样问题。
现在怀疑是系统，但是我无发确定，有没好的诊断工具分析下??
