tomcat不需要重启热部署xml文件

项目中，遇到情况，有时候增加struts的配置了，有时候粗心改错了，然后急需要发布线上吧，又不能重启影响其他的，最后发现struts有这个功能呢！

在struts.xml的配置文件中加上一句话就行

<struts>
<constant name="struts.configuration.xml.reload" value="true"/>
    
</struts>
