R12:Error ORA-20001: FND_CANT_INSERT_USER_ROLE When Assiging A Responsibility To A User

Today When I assigned [Function Developer] or [Function Administrator] responsibility to user SYSADMIN and click save icon,It raised the error below:

Oracle Error -20001: ORA-20001: FND_CANT_INSERT_USER_ROLE has been detected in
FND_USER_RESP_GROUPS_API.INSERT_ASSIGNMENT

In OTN Discussion Forums, Mike Moreno said there have a unpublished doc describe this problems.

The fix is documented in Note 454988.1 - After Upgrading To Release 12.0.2 Get Ora-20001 Fnd_cant_insert_user_role
To implement the solution, please execute the following steps:
1. run concurrent program "Workflow Directory　Services User/Role Validation" with parameters : 100000, Yes, Yes, No.

After concurrent program finished, these two responsibilities have been displayed in responsibility list of user. And bounce Apache services, these two responsibilities work normally.

But If you get this issue after upgraded system to R12 from 11i, metalink have a note NOTE: 559347.1 for this case.
