错误如下：
pacman -S make gcc diffutils

获取文件 'binutils-2.30-1-x86_64.pkg.tar.xz'

解决办法就是使用镜像
/etc/pacman.d/mirrorlist.mingw32
Server = https://mirrors.tuna.tsinghua.edu.cn/msys2/mingw/i686

/etc/pacman.d/mirrorlist.mingw64
Server = https://mirrors.tuna.tsinghua.edu.cn/msys2/mingw/x86_64

/etc/pacman.d/mirrorlist.msys
Server = https://mirrors.tuna.tsinghua.edu.cn/msys2/msys/$arch

刷新
pacman -Syu
