Web Service的发布问题

请问写出来的exe文件（不是DLL）能否利用IIS发布？  
  如果能怎么发布呢？  
  我写出来的在本机利用webappdbg可以看到，可是利用IIS就会报错  
  错误如下

  疑惑中!

因為我公司的一個前輩離開之前用delphi寫過一個webservice,而且是以exe的形式發佈的，http://***.***.***.***/sx/checkuser.exe/soap  
  程序都是這樣調用的。

如果是DLL形式怎麽用IIS發佈啊？

我知道了，是我的電腦出問題了，用同事的電腦就可以正常發佈了
