java.lang.NoClassDefFoundError: Could not initialize class org.apache.jasper.el.ELContextImpl

解决方案：

　　1、可能是包冲突，删除Java项目下的jsp-api.jar、servlet-api.jar包

　　2、在Tomcat中的conf下的context文件中加入<Loader delegate="true" />
