Failed to create SubnetManager

问题：k8s在安装flannel 插件的过程中，flannel pod 启动不起来，日志报：Failed to create SubnetManager: error retrieving pod spec for 'kube-system/kube-flannel-ds-amd64-btpkf': Get https://10.96.0.1:443/api/v1/namespaces/kube-system/pods/kube-flannel-ds-amd64-btpkf: dial tcp 10.96.0.1:443: i/o timeout
