LSP ID表示链路状态报文id,形式为system id.xx.yy.
Xx为0表示是真实设备产生的,不为0表示是DIS产生的
Yy表示LSP分片号,00分片预留给拓扑、邻居等重要信息。
路由信息从01分片开始填充。
