在cmd中运行pip install git+https://github.com/philferriere/cocoapi.git#subdirectory=PythonAPI
出现错误：failed with error code 128 in None
但在Git Bash中运行$pip install git+https://github.com/philferriere/cocoapi.git#subdirectory=PythonAPI则成功安装pycocotools-2.0
