For OpenFlow1.3 you should use "ovs-ofctl -O OpenFlow13 dump-flows s1(switch name)" to view Flow tables. The error (we support version 0x01, peer supports version 0x04) clearly states that "dpctl dump-flows" is valid if you use OpenFlow version 1.0. (version 0x01 = 1.0 ,version 0x04 =1.3)
