Windows10 下安装 detectron2

安装步骤

安装过程，大致分为以下4个步骤

1. 安装Anaconda，创建python虚拟环境 cvlab
2. cvlab环境下安装pytorch
3. 安装Visual Stutio生成工具2019【主要是MSVC，其他不用】，cvlab环境下 call VS2019的编译环境
4. 安装detectron2
