windows版本popen3函数

整理了下10年08月给 fossil 捐的代码  implementation of function “popen2” on win32——参考自 Creating a Child Process with Redirected Input and Output。

做了个windows下通用版本，发到github

python 也有这个 popen3 函数，但可惜它是用python实现的。
