当 RESUMABLE_TIMEOUT 设置为非 0 值（默认是 0），或使用 ALTER SESSION ENABLE RESUMABLE ，声明语句在可恢复模式下执行。
在可恢复模式下，当一个语句被暂停时，会话调用语句被放入一个等待状态，$vsession_wait 会出现statement suspended 的信息还可以可以查询 DBA_RESUMABLE 和 alert.log 获得其他信息。
发生的条件：
超出空间限制，最大拓展条件，空间限额条件
