Why can users with Full Control for a site but can't create pages ?

Site Actions -->Site Settings-->Modify All Site Settings -->
Master Pages and page layouts --> Settings--> Document Library Settings -->
Permissions for this document library --> News/Groups -->这里添加具有创建页面的用户组(设置 "read"权限即可)
